The Fuel Tax Council provides three training courses:

 

¨ Basic Fuel Tax Training Course (Course Outline)

This course is intended for people who work in the fuel tax administration field in either government or industry.  Participants from industry are typically individuals who are involved in preparing, analyzing or approving fuel tax returns.  Participants from government are typically involved in fuel tax revenue administration, audit or policy.

The course is three days in duration and provides participants with valuable information on the fuel industry and  related fuel tax administration in Canada.  This course covers topics such as the history of the fuel industry, exploration, fuel manufacturing and distribution, alternative fuels, fuel tax legislation, fuel tax administration, fuel tax reporting (including generic return preparation) and desk auditing.

¨ Field Audit Training Course  (Course Outline)

This course is also three days and is intended for people involved in the fuel tax audit process, in particular audits of fuel tax collectors or remitters.  The course may also be of interest to industry personnel or other tax administration personnel who are interested in learning about fuel tax auditing. 

Topics covered include information on the fuel industry (exploration, manufacturing and distribution) as well as audit planning, file assignment, audit scope, field audit procedures, systems review, the auditing of inventory, manufacturing, imports and exports, acquisitions and distributions, rebrands, exempt sales, volume adjustments, tax credits, shrinkage and refunds.  Participants are also shown how to complete audit findings, issue proposal letters
and assessment letters, and conduct audit interviews.

¨ Auditing Electronic Records  (Course Outline)

This is our newest course and is four days in duration.  The course is targeted towards fuel tax auditors who have a basic understanding of databases and are required to work with large volumes of data when conducting tax audits.  This course is also open to industry members.

The course provides introductory information on  SAP (a commonly used enterprise resource system used in the oil and gas industry) and hands on training of either ACL or IDEA (two common audit software packages used in Canada).  The course provides an extensive case assignment based on data from a fictitious fuel tax collector and is designed to simulate an actual audit.

Participants include Tax Administrators from all Canadian Provinces, Territories, the Canada Revenue Agency, the Fuel Industry and the Federation of Tax Administrators.
